Coordinated pregnancy care and resources in Arkansas

The law creates the Maternal Outcomes Management System within the Arkansas Department of Health to organize statewide pregnancy care. Its website must share Medicaid enrollment guidance, provider information, transportation resources, lactation education, and local support resources. The department must educate patients and clinicians, collect hospital data, and develop a system for reviewing care. It works with the Arkansas Hospital Association and Department of Human Services. MOMS Care Connect must coordinate pregnant patients’ hospital transfers alongside the Arkansas Trauma Call Center, matching patients with appropriate care. These requirements depend on available funding approved by the state; the law does not change Medicaid eligibility or benefits.

Follow-up calls help mothers after childbirth

The law requires a Postpartum Support Hotline, separate from the hospital transfer service, to contact mothers after delivery. A standard questionnaire must check mental well-being, follow-up care access, feeding concerns, infant sleep, and certain medical conditions. The hotline must directly connect mothers who need follow-up help with resources. The Department of Health may partner with another state agency or a college or university to run it. The hotline depends on available funding approved by the state and does not create cash assistance or new benefit eligibility.

Grants help Arkansas hospitals improve pregnancy care

The law requires grants for qualifying birthing and delivery hospitals, with the greatest financial support going to hospitals with the fewest resources. Hospital care ratings must follow American College of Obstetricians and Gynecologists maternal-care levels as of January 1, 2025. Qualifying hospitals must provide community outreach and clinician education, review all birth complications, and attend regional meetings. They also need an on-site maternal-health coordinator, must accept department inspections, and must meet evidence-based clinical measures. Hospital regions must share data, review care, and receive performance feedback. The department sets rating, review, and renewal rules; implementation depends on approved funding, and no grant amounts are set.
