Arkansas links jury screening and voter checks

Arkansas's Secretary of State can share voter lists with federal courts for jury selection, conditioned on notices from jury coordinators. These notices must identify people disqualified or possibly disqualified because of noncitizenship, felony convictions, death, or residence outside Arkansas or the county. Each notice must include the person's full name, date of birth, current address, any prior addresses, and reason for disqualification. A phone number is required if available, and the coordinator can include supporting documents. Notices must follow the court's jury summons cycle, with more frequent reports allowed when appropriate. They can be sent by mail, fax, or email. Before referring someone to a county clerk, the Secretary must verify that the person is registered and ineligible to vote. The clerk must then follow existing removal procedures under Arkansas Constitution Amendment 51. The law does not change who is eligible to vote.
