Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Insurers lose extra driver-record transmission fees

Beginning January 1, 2026, insurers and their agents no longer face the Information Network of Arkansas's additional electronic transmission fee. This applies to central driver-record information and driver monitoring reports. Driver confirmation records still cost 10 cents per record for an insured person or insurance applicant. The law gives no amount for the removed fee and does not require insurers to pass savings to customers.

Fewer options for electronic court-fine collection

Beginning January 1, 2026, eligible local governments may assign electronic circuit-court fine collection to the Administrative Office of the Courts. The Information Network of Arkansas is no longer an option. The courts office may still charge a card transaction fee; the law sets no amount. Electronically collected fines must reach the designated public fund on the fifth working day of the following month. Transaction fees go to the Judicial Fine Collection Enhancement Fund and must be transferred by each month's fifth day.

Arkansas shifts control of online services

Beginning January 1, 2026, the Information Network of Arkansas ends, and the Division of Information Systems takes over. Its authority, duties, records, contracts, staff, property, and remaining funds move to the Division. Existing orders, rules, directives, registrations, licenses, and standards stay valid until legally changed or repealed. The Division runs the state's central online gateway, may set service charges, and must report charge changes quarterly to lawmakers. State agencies must provide help when the Division requests it to carry out its gateway duties. The gateway's agency definition no longer includes public instrumentalities, and its public-information definition covers electronic information without separately naming magnetic form.
