Stricter absentee ballot rules for Arkansas voters

Arkansas absentee voters must affirm that they qualify to vote, have not already voted, and that the enclosed ballot is theirs. They must also affirm they received only help allowed at polling places and gave accurate information under penalty of perjury. These statements appear in bold capital letters at the bottom of the page. The statement warns that false information can bring a fine up to $10,000, imprisonment up to 10 years, or both. Voters may complete a sworn statement confirming they are registered and are the person registered. That statement is signed under penalty of perjury, without notarization, and requires at least one witness age 18 or older. The form must include fields for the witness's printed name, signature, and mailing address. Witness exemptions depend on the reason listed in the absentee ballot application. They cover illness or disability preventing attendance, residence in long-term care or a state-licensed residential facility, and religious observance. They also cover active-duty military members and their spouses or dependents who live outside the county.
