Arkansas license and ID applicants must report whether they must register as sex offenders, are registered, and have Level 3 or 4 status. Driver Services must mark cards for applicants who must register and are classified as Level 3 or Level 4. Before their first marked card, these applicants must show proof that they meet sex offender registration requirements. The mark helps law enforcement identify holders covered by the registration law. The Office of Motor Vehicle can access registration records to issue licenses and ID cards. Driver Services can choose the mark’s design and placement and set rules to carry out these requirements.
