The Senate can move money between budget items when an item, or part of it, is not needed for its purpose. The Senate Efficiency Committee and Senate Secretary must make that finding, and the Arkansas Senate must approve it. The Secretary can then certify the finding to the State Auditor, who must transfer the money. This authority adds no funding and is excluded from the Arkansas Code and publication as Special, Local and Temporary Law.
The law funds Arkansas Senate operations from the Constitutional Officers Fund for the fiscal year ending June 30, 2025. It provides $675,000 for mileage, daily allowances, upkeep, general operations, and other legally allowed expenses. It also provides up to $650,000 for employee salaries and up to $75,000 for employer matching funds. Spending cannot exceed approved amounts or available funds and must follow state purchasing, budgeting, salary, and financial-control rules. Spending must also match the purposes documented in budget recommendations and official legislative records. The emergency clause makes funding effective immediately under the law’s approval rules, supporting session expenses beginning January 13, 2025. This funding does not create direct household payments or benefits.
