2 provisions identified: 1 benefits, 0 costs, 1 mixed.
For July 1, 2025, through June 30, 2026, the law authorizes college spending from two funding sources. The state college fund provides $7.640437 million in spending authority. This includes $5.746603 million for regular salaries, $700,000 for extra help, and $800,000 for employer benefit contributions. It also includes $30,004 for operating costs and $363,830 for contingency needs. That fund allocates nothing for travel, professional fees, capital outlay, or data processing. A separate $39.7 million cash-fund budget includes $20 million for capital outlay and $5 million for capital improvements. Cash funds also cover $2 million for regular salaries, $1 million for extra help, and $200,000 for overtime. They include $1.8 million for employer benefit contributions, $5 million for operating costs, and $500,000 for conferences and travel. Another $1.5 million covers professional fees, $1.5 million covers debt payments, and $1.2 million covers transfers, refunds, and investments. Spending must stay within the listed amounts and purposes and follow Arkansas fiscal laws, state finance rules, and budget documents. These funds support college operations and capital needs; they do not create a direct household payment.
From July 1, 2025, through June 30, 2026, Southeast Arkansas College can employ up to 375 regular workers. It can also hire up to 200 temporary or part-time extra-help workers when needed. Each listed regular job has a salary ceiling, not a guaranteed salary. Annual ceilings include $208,138 for the president, $200,973 for the network engineer, and $167,057 for the chief academic officer. The chief fiscal officer and chief student officer each have a $156,658 ceiling. The librarian, human resources director, and institutional research director each have a $132,733 ceiling. Full-time faculty have a $111,362 ceiling; part-time faculty have a $56,046 ceiling. Project/program directors and the athletic director each have a $120,919 ceiling. Other ceilings include $59,815 for day care teachers, $67,284 for the library supervisor, $128,780 for the computer network coordinator, and $128,994 for the information systems manager. Extra-help pay must come from money set aside for that purpose and cannot exceed applicable legal job rates.
