Three Rivers gets campus operating funds

From July 1, 2025, through June 30, 2026, the law authorizes about $30.62 million for Arkansas State University Three Rivers. The state-fund portion totals about $4.73 million: $2.9 million for salaries, $799,431 for employer benefit contributions, $804,500 for operations, and $225,197 for unexpected costs. The cash-fund portion totals $25.886 million, including $4 million for salaries, $686,000 for temporary workers, and $1.4 million for employer benefit contributions. Cash funds also cover $3 million for operations, $130,000 for conferences and travel, $500,000 for professional fees, and $40,000 for promotional items. They authorize $2 million for capital purchases, $13.38 million for capital improvements, and $750,000 for debt payments. Spending cannot exceed these authorizations or legally available funds and must follow state purchasing, accounting, budget, and higher-education spending rules.

Three Rivers jobs have pay limits

From July 1, 2025, through June 30, 2026, Three Rivers can employ up to 261 regular workers. The law sets job-specific salary ceilings, not guaranteed pay: examples include $208,138 for the chancellor and $200,973 for a network engineer. It authorizes 52 nine-month faculty positions with a $111,362 ceiling and 96 part-time faculty positions with a $56,046 ceiling. Separately, the university can use up to 60 temporary or part-time extra-help workers when needed. Extra-help pay cannot exceed applicable rates under the Uniform Classification and Compensation Act or this law, and requires funds set aside for that purpose. The university does not have to fill every authorized job.
