New voting options for Arkansas school taxes

Arkansas changes voting rules when a school district keeps its annual property tax rate unchanged from the prior year. In odd-numbered years, the district board can ask county election officials to reduce polling places or use another allowed format. Options include absentee and early voting only, a candidate-only election, or a designated district voter casting the tax-rate ballot. For elections under this law, election-day polling places must stay closed in odd-numbered years when the unchanged rate is the only issue. For the designated-voter option, the district board must pass a resolution appointing a qualified district voter or requesting county officials to choose one. The board must send a file-marked copy to the county clerk and election commission when submitting the tax rate. County election officials must tell the district where and when that voter will vote, either on election day or during early voting. If the voter is absent, officials must choose another qualified district voter and notify the superintendent and district board. When held with a preferential primary or general election, the unchanged rate must appear on every qualified district voter's ballot. The law still requires the district to submit its tax rate and does not itself change that rate.
