The Department of Parks, Heritage, and Tourism can contract with its employees to teach golf at department courses. Lessons must take place outside the employee’s normal working hours. Employees must be Class A members or apprentices of the Professional Golfers’ Association of America or Ladies Professional Golf Association. The State Parks Division director must approve each contract as meeting department standards and procedures for concession and operating contracts.
The law clarifies which entities qualify under the Arkansas Tourism Development Act, regardless of their legal form. Tourism projects require at least $500,000 in high-unemployment counties or $1 million in other counties. In Natural State Initiative Opportunity Zones, those minimums are $250,000 and $500,000, respectively. Investments must support building, operating, or planning to operate an Arkansas tourism attraction, whether owned or leased. Projects must meet director-issued standards under Arkansas Code § 15-11-504; Opportunity Zone projects must also meet § 15-11-512 standards.
The Department of Parks, Heritage, and Tourism selects up to four eligible organizations for the Arkansas Great Places Program. Selections must occur by July 1 of each even-numbered year. Each selected organization participates for two years.
