More school test choices for Arkansas students

Arkansas creates a broader college- and workforce-readiness testing program, replacing prior Smart Core references and ACT-specific assessment rules. Beginning with the 2025–2026 school year, public districts and open-enrollment public charter schools must let students choose tests. In grade 9 or 10, students choose one: PreACT, PSAT 8/9, PSAT/NMSQT, PreACT 8/9, PSAT 10, or CLT 10. In grade 11, students choose one: ACT, SAT, or CLT, the Classic Learning Test. Districts and charter schools fund program tests and can use National School Lunch Act funds with state education division approval. The law does not state a household payment or fee. Schools must also provide the Armed Services Vocational Aptitude Battery (ASVAB) at school when a student requests it. The Division of Elementary and Secondary Education runs the program and develops rules with the Division of Higher Education. Both divisions must report to the Legislative Council by December 1 each year on compliance, participation, college readiness, and remediation rates.
