Arkansas keeps funding historic document preservation

Beginning July 1, 2025, the law renews remaining funding authority for the Secretary of State's historic document digitization and preservation project. It carries forward the appropriation in Section 25 of Act 24 of 2024, capped at $425,000. Money comes from the Arkansas Natural and Cultural Resources Grant and Trust Fund. The appropriation covers acquiring, managing, caring for, or preserving state lands, historic sites, buildings, structures, or objects. It supports public resources, not direct household payments.

Arkansas keeps funding voting machine replacements

Beginning July 1, 2025, the Secretary of State can use remaining funds for statewide voting machine equipment replacement. The law renews spending authority from Act 106 of 2024, rather than providing a new $15 million allocation. Funding comes from the Development and Enhancement Fund, limited to the remaining balance and a $15 million cap. This funds voting equipment, not payments to households.

Arkansas funds Capitol grounds and energy upgrades

Beginning July 1, 2025, the law renews remaining funding authority from Act 106 of 2024 for Capitol grounds and green projects. Funding comes from the Development and Enhancement Fund, limited to each project's remaining balance and cap. North Entry Promenade I and II improvements have a $538,112 cap. Work includes asphalt resurfacing, damaged sidewalk and curb replacement, lighting in dark areas, irrigation upgrades, landscaping, and plantings. Drain and storm-water system renovations have a $483,000 cap. Green projects at the Capitol building, facilities, and grounds have a $1.5 million cap. These include ventilation cleaning, energy-efficiency work and assessments, analysis and consulting, recycling, and related construction, renovation, and equipment. Funding also covers compressed natural gas vehicle and equipment purchases or conversions, including installation of a refueling station.

Arkansas renews business services system funding

Beginning July 1, 2025, the Secretary of State can use remaining funds to update the Business and Commercial Services System. The law renews authority from Act 106 of 2024, using the Development and Enhancement Fund. Spending is limited to the remaining balance and a $4 million cap. The law does not create a business payment, change fees, or set new eligibility benefits.

Arkansas renews funding for Capitol repairs

Beginning July 1, 2025, the law renews authority to spend remaining Capitol repair funds from Act 106 of 2024. Money comes from the Development and Enhancement Fund, with each project limited to its remaining balance and stated cap. Caps are $6.5 million for north-end heating, cooling, and ventilation upgrades and $2.5 million for roof and window repairs. Other caps are $108,393 for interior plumbing and sump pump replacement and $212,980 for electrical panel replacement. The law also allows up to $250,000 for drawings showing the building as built. East-side stone restoration, cleaning, and mortar repairs have a $3.5 million cap. Across all projects in this law, agencies cannot award contracts or incur obligations beyond State Treasury funds actually available. They can supplement state funding with grants, donations, federal funds, and available cash not already committed. Maintenance and General Operations money cannot fund these projects. Spending must follow applicable purchasing, accounting, budgeting, revenue, and finance department rules, unless another law provides otherwise. Spending must also match the purposes documented in official budget requests, recommendations, and related materials.
