Beginning July 1, 2025, the law renews unused Development and Enhancement Fund balances for the Arkansas Economic Development Commission. Separate caps of $3 million and $375,000 support project grants and loans. Eligible recipients include state agencies, cities, counties, community-based nonprofits, and other entities the commission finds eligible. Projects cover public works, job training, public health, access to public industrial and technology parks, aerospace, and technology development. They also cover ports, rail, waterways, industrial sites, freight transfer facilities, environmental cleanup or harm reduction, and water and sewer systems. Another $480,320 supports statewide economic-stimulus grants and loans. Up to $189,757 provides matching funds or loans when an outside funding organization requires a project match. The commission's executive director allocates up to $130,100 for activities tied to Arkansas's strategic economic development plan. Household effects are indirect; the law creates no direct household payments. Agencies may supplement funding with grants, federal funds, and unused cash income, but not maintenance and general operations appropriations. Spending must follow applicable fiscal-control rules and the stated purposes.
Beginning July 1, 2025, the law renews authority to spend unused workforce funds from Act 112 of 2024. The Department of Commerce's Office of Skills Development gets two separate spending caps from the Skills Development Fund. Up to $28 million supports staff, operations, debt payments, construction, property purchases, equipment, and grants. Another $40 million supports staff, operations, equipment, and grants for statewide workforce programs. The law sets no individual training benefit or eligibility rules, and agencies cannot commit more money than is available.
Beginning July 1, 2025, the law renews up to $153,216 in unused funding for the Arkansas Economic Development Commission. The money comes from the Minority and Women-Owned Business Loan Mobilization Revolving Fund. It supports minority business growth and efforts to help those businesses compete for state contracts. The law does not set award amounts or loan terms for individual businesses.
