Beginning July 1, 2025, Arkansas renews unused funding from Act 81 of 2024 for its elementary and secondary education division. Computer science initiatives receive up to $629,613 from the Development and Enhancement Fund. Four Education Department buildings in the Capitol Complex receive up to $5 million from the Educational Buildings Maintenance Fund. Building funds cover grounds upkeep, equipment maintenance contracts, insurance, cleaning, major maintenance, renovations, improvements, repairs, and operations. These amounts depend on the unused appropriation balances and do not provide direct household payments.
Beginning July 1, 2025, agencies cannot award project contracts or take on obligations beyond State Treasury funds actually available. They can supplement project funding with grants, donations, federal funds, and available cash not already committed. They cannot use their Maintenance and General Operations money for purposes funded by this law. Spending must follow state purchasing, accounting, budget, and revenue-control laws unless another law explicitly provides otherwise. Funds must also follow the purposes documented in budget materials, letters, or official legislative meeting records supporting the law.
