Before signing an Arkansas initiative or referendum petition, registered voters must read its ballot title with the canvasser present. They can instead have the title read aloud to them with the canvasser present. Signers must sign in their own handwriting and provide their name, address, birth date, and signing date. Canvassers must swear that each signer completed the required reading or listening step in their presence. Knowingly accepting a signature without that step is a misdemeanor for the canvasser. The emergency clause makes the law effective immediately upon approval, expiration of the Governor’s veto period, or the final veto-override vote.
