The law expands Arkansas's matching grant program to include federal Small Business Technology Transfer awards alongside Small Business Innovation Research awards. Matching grants cover up to 50% of a qualifying federal award, capped at $50,000 for Phase I and $100,000 for Phase II. The law removes the three-grant limit per business. Awards depend on available money and the Arkansas Economic Development Commission director's discretion, and require a written offer. The program uses federal program rules as they existed on October 1, 2016.
Grant recipients must stay in Arkansas throughout the award period and name an Arkansas resident or employee as lead investigator or project manager. At least 51% of the grant must be spent in Arkansas. Businesses must cover eligible costs first; payment follows commission approval of their invoices and financial reports. Applicants must be eligible businesses mainly working in advanced materials or manufacturing; agriculture, food or environmental sciences; biotechnology, bioengineering or life sciences; information technology; transportation logistics; or bio-based products. Phase I applicants must certify receipt of a federal innovation or technology transfer grant responding to a federal solicitation. Phase II applicants must certify that they submitted a final Phase I report, showed federal sponsor interest, and submitted a Phase II proposal. Businesses must submit one application for each federal Phase I and Phase II proposal. The Arkansas Economic Development Commission reviews applications in order received under its rules and returns incomplete or noncompliant applications without further review. Applications are subject to the Freedom of Information Act; applicants must identify any applicable confidential information in writing. The commission sets application, review and award processes, uses standard grant agreements governing payments and spending, and must issue program rules.
