Arkansas rural projects can count property, labor, equipment, materials, services, and money as in-kind donations. For state funding approval, communities, small cities, and towns must show citizens have pledged or will provide 25% of project costs. Citizens’ support cannot include tax funds. If citizens do not provide the county’s or town’s share, the local governing body must approve the project. It must also, as needed, provide funds or in-kind donations to cover 25% of project costs.
