Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Medicaid and insurers face spending target reviews

The working group must recommend primary care spending targets to the Legislative Council by April 1, 2026. If the Council adopts a target and Medicaid or a commercial insurer misses it, the Council may request a representative's appearance. The representative may be asked to explain efforts to meet the target. The law itself sets no required spending level and does not change household benefits.

Health payers must report more payment data

When the working group requests primary care data, commercial insurers must report past and expected payments and care information. They must use group templates developed with the State Insurance Department, which checks compliance. Entities reporting to the Arkansas Healthcare Transparency Initiative must also include provider payments made outside insurance claims in quarterly submissions. The quarterly rule remains subject to the exception in Arkansas Code § 23-61-906(d). These reporting duties do not directly change household coverage, benefits, or provider payments.
