Funding for Arkansas Minority Health Commission

The law authorizes $237,123 for the Arkansas Minority Health Commission from July 1, 2025, through June 30, 2026. This includes $211,174 from the state's agency fund account and $25,949 from a state treasury cash fund. The state's chief fiscal officer chooses the cash fund. The $211,174 covers $148,532 in salaries, $49,958 in salary-related costs, $12,184 in operating costs, and $500 for conferences and travel. No money is initially set aside for professional fees, equipment, data processing, or promotional items. Staffing is capped at three: a director, a health program specialist, and a media specialist. During this funding year, the Commission can request transfers from operating costs to promotional items. Transfers require prior approval from the Arkansas Legislative Council or Joint Budget Committee and processing by the chief fiscal officer. The promotional-items authority becomes void if a court strikes down that approval requirement. Spending must follow state purchasing, budget, salary, and other fiscal rules, plus the purposes stated in budget materials. This law funds agency operations, not direct household payments or new benefits.
