3 provisions identified: 1 benefits, 1 costs, 1 mixed.
The law provides about $1.809 million for Arkansas’s Minority Health Initiative from July 1, 2025, through June 30, 2026. The money comes from the Targeted State Needs Program Account, including $558,554 for screening, monitoring, treatment, and outreach. It also provides $326,124 for salaries, $122,431 for employer benefit costs, $531,788 for operations, $20,000 for conferences and travel, and $250,000 for professional services. The Commission can employ up to six regular staff: a registered nurse, accountant II, grants coordinator, health program specialist I, human resources analyst, and fiscal support analyst. This supports minority health services, not direct household payments, and does not guarantee that every job is filled.
From July 1, 2025, through June 30, 2026, continued funding is not guaranteed for Commission jobs paid with Tobacco Settlement money. State money can replace expired settlement funds only with a General Assembly appropriation and the Governor’s authorization. The Commission must explain these limits to affected new hires and current employees. It must also include the terms in applicable employee handbooks or professional services contracts. The law does not itself end these jobs.
From July 1, 2025, through June 30, 2026, the Commission can move funds only as this law allows. At its request, the Chief Fiscal Officer must create a promotional-items spending line; its initial budget is $0. Transfers there from operations or screening, monitoring, treatment, and outreach need prior Legislative Council or Joint Budget Committee approval. Changes among operating budget categories must list amounts and reasons and receive Chief Fiscal Officer and legislative budget approval. Spending cannot exceed approved amounts or available funds and must follow state purchasing, salary, and budget laws. Capital and data-processing budgets are $0; transfers from these categories generally need specific legal authority, except capital-to-data-processing transfers, and require state administrative review.
