In even-numbered years, Arkansas annual school elections take place on the preferential primary election date or general election date. In odd-numbered years, they take place on the second Tuesday in May or November. When that second Tuesday falls on a state holiday, the election moves to the third Tuesday of the same month. The emergency clause makes the law effective upon the Governor’s approval. Without approval or a veto, it takes effect when the constitutional veto period ends. If a veto is overridden, it takes effect when the last legislative house overrides it.
