Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Arkansas voters get help and rights notices

On election day, Arkansas polling sites must post the public election notice and two copies of voting instructions. Instructions must cover provisional ballots and fail-safe voting; rights information must explain whom to contact about violations. Sites must post notices about asking poll workers for help and rules on campaigning inside the site. Fraud information must identify the Attorney General’s Election Integrity Unit and include its election-law violation hotline number. Double-sided “VOTE HERE” signs must be at least 2 feet by 2 feet. They must have arrows pointing toward the site and be visible to approaching traffic.

Arkansas voters get posted ballot information

On election day, Arkansas polling sites must post at least two sample ballots for every ballot style. Sites with more than 15 styles can instead offer two bound volumes, or one volume plus an accessible electronic device. That option requires posting every sample ballot online before early voting begins. Sites must also post two copies of each ballot measure’s full text, including its short abstract. The Secretary of State must send certified abstracts to county boards at least 18 days before the election. County boards no longer need to print and post separate abstracts.

Arkansas voters get primary election warnings

During preferential primary and nonjudicial elections, Arkansas polling sites must post an example of the primary ballot’s selections. They must also post a notice stating “CROSSOVER VOTING IS A CRIME,” explaining crossover voting, and listing applicable penalties. The State Board of Election Commissioners must provide a standard form for that warning.

Arkansas voters see election oversight records

Poll workers must print reports showing that each voting machine, terminal, or ballot tabulator starts with zero counts. All poll workers present must sign each report, which stays posted on the polling-room wall throughout election day. Poll watcher rights and duties must be posted in plain view at polling, absentee ballot processing, and counting sites. Certified end-of-voting machine and electronic tabulator printouts go to the county election board and are filed with election returns. Those final records are no longer required to be posted during voting.
