In Arkansas long-term or residential care facilities, at least one staff member must witness administrators marking residents' absentee ballots. The witness must not comment or offer interpretations. Administrators must confirm they understand the witness rule for help with marking or casting ballots. Administrators can deliver ballots to the county clerk when voters name them on both the application and voter statement. Ballots can still be delivered in person by the administrator or by mail.
