For July 1, 2025, through June 30, 2026, the law budgets $357,456 from the Tobacco Settlement Commission Fund. This supports the Commission's work to monitor and evaluate tobacco settlement program accounts. The budget includes $43,881 for salaries, $18,000 for related employee costs, and $42,575 for operating expenses. It also includes $3,000 for conferences and travel and $250,000 for professional fees. Equipment purchases, data processing, and tobacco settlement grants each receive $0, though existing grant authority remains in place. The law allows one regular employee: an Administrative Analyst at pay grade GS06. This funding supports state operations, not direct household payments.
From July 1, 2025, through June 30, 2026, Arkansas does not guarantee continued job funding when tobacco settlement money is insufficient. State money can replace expired settlement funds only when the General Assembly funds it and the Governor authorizes its use. The Commission must tell new and current workers in settlement-funded positions about these limits. It must also include these terms in employee handbooks or professional services contracts, where applicable.
From July 1, 2025, through June 30, 2026, the Commission can transfer budget amounts only as this law allows. When operating budget categories are inadequate, the agency head must request changes using the Chief Fiscal Officer's forms. Requests must identify the amounts, categories, and reasons; changes require Chief Fiscal Officer review and Legislative Council approval. Transfers involving equipment purchases or data processing need specific legal authority. Moving equipment money to data processing also requires the state's information systems division to find that it saves money. If the Legislative Council approval requirement is ruled unconstitutional, the transfer section becomes void. Spending cannot exceed the approved budget or legally available money. It must follow state purchasing, accounting, budget, and salary laws, plus the settlement program's purposes and documented budget intent.
