New rules for county planning board members

In Arkansas, a county judge can create a planning board only with approval from a majority of county quorum court members. Boards must have 5 to 12 members, appointed by the county judge and confirmed by the county quorum court. At least one-third must hold no other elected office or appointment, except membership on the boards or commissions listed below. Those exceptions are municipal or joint planning commissions and zoning boards of adjustment. A majority of voting members must live in the county’s unincorporated areas—outside cities and towns.
