Arkansas funds health buildings and upgrades

Beginning July 1, 2025, Arkansas funds building and equipment projects for its Department of Health, not household payments. Main facility replacement gets up to $114 million from a State Treasury cash fund and $30.03102 million from a paying account. Federal funds provide up to $6.9927 million for Main Campus steam plant conversion and $820,000 for Public Health Lab generator replacement. The paying account also provides up to $594,651 for Main Campus surface parking repairs and renovation. It provides up to $250,000 for Main Public Health Lab switchboard changes and $505,330 for Freeway Suite 305. The State Chief Fiscal Officer determines the funding accounts and designates the federal funds.

Health projects get funding options and limits

Beginning July 1, 2025, the Health Department can supplement project funding with grants, donations, federal funds, and cash not already committed. The law sets no added dollar amount for these sources. Agencies cannot award project contracts or take on obligations beyond State Treasury funds actually available, alongside the allowed supplemental funding. They cannot use Maintenance and General Operations money provided elsewhere by the legislature for these projects. Spending must follow state purchasing, accounting, budget, and revenue laws, plus Department of Finance and Administration rules. Spending must also match the law’s purposes, as shown by agency requests, executive recommendations, budget manuals, or testimony.
