Beginning July 1, 2025, the law provides up to $800,000 to the state's Building Authority Division for pipe abatement. The work covers hydronic piping in the state-owned building at 501 Woodlane. Money comes from a State Treasury cash fund designated by the state's Chief Fiscal Officer. Project contracts and obligations cannot exceed funds actually available in the Treasury. Agencies can add grants, including federal funds, and unused cash funds, but cannot use Maintenance and General Operations appropriations. Spending must follow state purchasing, accounting, budget, revenue stabilization, and other fiscal laws and rules, unless another law authorizes otherwise. Funds must serve the purposes recorded in state budget materials and official legislative committee minutes. This law does not provide direct household payments.
