Arkansas centralizes vehicle oversight and sharing
Beginning January 1, 2026, Arkansas’s Department of Shared Administrative Services manages state car and pickup purchases, disposal, and reassignment. Agencies must keep records for all state-owned vehicles and report each vehicle’s operating costs. Every state-owned vehicle must be registered annually with the Department of Finance and Administration, including its identifying details. This covers all agencies, including transportation, wildlife, State Police, the National Guard, and constitutional offices. Agencies must report acquisitions to shared services within 10 days and provide disposal records so vehicles leave the official inventory. Shared services keeps an automated inventory by agency, tracks fleet size and past costs, and reports annual inventory changes to Legislative Council. Purchase priorities must consider vehicle age, actual and expected mileage, repair costs, fleet size and age, and maintenance costs. The department can reassign vehicles based on need, age, condition, use, and justification, even when an agency loses vehicles. It can adopt rules, including fees when agencies use another agency’s vehicles; the law sets no fee amount or direct household charge.
Arkansas requires GPS on state vehicles
Beginning January 1, 2026, Arkansas’s Department of Shared Administrative Services oversees new GPS tracking requirements and can issue implementing rules. GPS devices must be installed by January 1, 2028, on cabinet-level executive department vehicles, excluding vehicles used for law enforcement. Agencies must keep travel and location records for at least five years and give shared services access. These records are open under the Freedom of Information Act after a 30-day delay. Arkansas Legislative Audit can also audit the records.
Arkansas shared services fleet capped at 100
Arkansas’s Department of Shared Administrative Services can have up to 100 passenger vehicles. This is a limit, not a requirement to buy 100 vehicles. The law sets no purchase budget. The January 1, 2026 start date for the other fleet changes does not apply to this provision.
