The law sets aside $3.9 million for Arkansas out-of-school programs from July 1, 2025, through June 30, 2026. The money supports grants to organizations serving school-aged children, not direct household payments. Programs must offer regular, evidence-based academic activities that support state curriculum standards. They must cover at least two areas: science, technology, engineering and math; academic support; leadership or goal setting; career exposure or workforce readiness; or community service. Programs must run at least 12 hours weekly and four days weekly during the school year, excluding holidays and breaks. Applicants must be qualified 501(c)(3) or 501(c)(4) organizations with more than five years of operation and proven financial accountability. Their sustainability plans must show at least 50% of funding from non-state sources. Programs must track participant demographics, attendance, and participation, and compile combined statewide data. They must also follow strong safety standards, including employee background checks and mandatory reporting laws. The Department of Education’s Division of Elementary and Secondary Education must set eligibility and grant administration rules. Grants come from a State Treasury cash fund selected by the state’s Chief Fiscal Officer. Spending cannot exceed the appropriation or legally available funds. It must follow state purchasing, accounting, budgeting, salary, and other financial controls, including Department of Finance and Administration regulations. Spending must also match the purposes shown in budget materials and testimony.
