New police and firefighter hiring rules

Arkansas city fire and police chiefs set exam times, dates, and frequency as needed, replacing a fixed two-year schedule. Exams still require newspaper advertising and a city hall notice at least 10 days beforehand. Civil service commissions may watch exams without disrupting the schedule, but cannot interview candidates or supervise testing. For candidate lists created as needed, chiefs must notify the commission within five business days after scheduling a vacancy-related exam. Covered vacancies result from death, termination, resignation, demotion, retirement, or promotion; notice is not required for positions the city eliminates or leaves unfunded. Firefighter appointees face probation of no more than 18 months; police appointees face at least 12 but no more than 24 months. Probation before a promotion becomes final increases from six to 12 months for both groups.
