Bill Overview

Analyzed Economic Effects

5 provisions identified: 1 benefits, 1 costs, 3 mixed.

State offices manage apprenticeship training money

The State Apprenticeship Agency’s director or deputy director allocates state training money to program sponsors, alongside other available money. The law does not set award amounts or a sponsor funding formula. The Office of Skills Development replaces the former Steering Committee as manager of the construction craft training program and trust fund. The Office must use trust fund money for training and set program rules, funding formulas, and procedures for requesting and distributing funds.

Former apprenticeship committee loses stipend authority

The law removes the former apprenticeship Steering Committee’s authority to approve a $60 stipend by majority vote. It does not say how often payments were allowed or whether members received them.

Apprentices gain training and credential standards

The law defines apprentices as workers age 16 or older, and sponsors can apply to register programs. Registered programs must provide employer-led job training, related instruction, and chances to earn portable, nationally recognized industry credentials. Sponsors must manage and supervise each apprentice’s training, and the agency must develop a nationally recognized state completion credential. The agency can also register programs required by law because sponsors receive state or federal resources under federally funded grants administered by Arkansas.

New agency oversees Arkansas apprenticeship registration

The law replaces Arkansas’s old apprenticeship framework with a State Apprenticeship Agency within the Office of Skills Development. The agency registers pre-apprenticeships, apprenticeship programs, and apprentices, and resolves disputes over apprenticeship agreements. The Office must set federal-aligned rules for registration, removal, cancellation, and reinstatement. Its director must apply for federal recognition by December 31, 2025.

New council sets apprenticeship training rules

The Governor appoints seven council members: two employer representatives, two employee representatives, and three public members. All must have registered-apprenticeship operating experience or employ registered apprentices; a majority must represent construction. Members serve one four-year term, and the Governor fills vacancies for the remaining term. The council meets at least four times each fiscal year, advises the agency, and promotes apprenticeship through outreach and education. It sets approved training methods, skilled-worker-to-apprentice ratios, and enforcement actions for sponsors that break state program rules.
