More sex offenders must register for life
Arkansas's Maighen's Law expands lifetime sex offender registration. Any one of six conditions requires registration for life. These include a finding that the person committed an aggravated sex offense or a court determination or assessment as a Level 4 sexually dangerous person. Another condition is a guilty or no-contest plea, or guilty finding, for a second or later sex offense. That offense must have a separate case number, not just separate counts from the same charge. Lifetime registration also applies after conviction for rape by forcible compulsion or a substantially similar offense in another jurisdiction. It also applies after three or more guilty or no-contest pleas, or guilty findings, for breaking registration and reporting rules. Finally, it applies when the offender was older than 24 and the victim was younger than 15 when the offense occurred.
