For July 1, 2025–June 30, 2026, the law provides $271,060 for legislative committee studies between sessions. It also provides about $1.45 million for General Assembly committee members' daily allowances, expenses, and mileage. These payments cover regular or special meetings and other committee-related activities. Both allocations come from the State Central Services Fund, not a new household benefit program.
For July 1, 2025–June 30, 2026, the law provides about $22.49 million for Arkansas legislative research and council operations. This includes about $11.86 million for regular salaries, $150,000 for extra help, and $3.83 million for employer benefits. The Bureau of Legislative Research can employ up to 134 regular workers and 31 temporary or part-time workers. Extra-help pay cannot exceed rates allowed by state compensation law or this act for the job classification. The director can temporarily change existing job classifications during this period, without adding authorized positions. Operating funds include about $2.08 million for expenses, $218,002 for conferences and travel, and $298,889 for professional services. The law also provides $400,000 for capital purchases, $50,000 for construction or improvements, and about $3.39 million for contingency needs. Money comes from the State Central Services Fund and must follow state purchasing, accounting, salary, and budget rules.
Beginning July 1, 2025, the Bureau of Legislative Research director can direct the state's Chief Fiscal Officer to transfer budget authority. Transfers can move amounts the director finds necessary among Bureau budget items or between appropriations in its governing budget act. The director can also direct transfers from Bureau appropriations to any other constitutional officer. This changes state budget flexibility, not household payments, and the amendment has no stated end date.
