Arkansas exempts underground facility operators from One Call Center notice for specific hand digging on a right-of-way or within their easement. Tools must be hand-powered and designed to avoid damaging underground facilities. Digging must stay no deeper than 12 inches and within 12 inches of the operator’s terminal. This exemption covers purposes other than system maintenance or leak detection. All other duties under the underground facilities damage prevention law remain unchanged.
