The law creates a 30-member unpaid committee to plan and carry out statewide education and outreach for the 2030 census. Seven members represent nonprofits serving historically undercounted groups, such as young children. The committee studies the 2020 undercount and works with state agencies, nonprofits, businesses, and the U.S. Census Bureau. It identifies ways to add outreach to agency activities, estimates funding needs, and recommends funding. Its first meeting must occur within 90 days of the law’s effective date, with meetings at least every other month. It must report 2030 outreach findings and recommendations to the Governor and Legislative Council by September 1, 2026. It continues meeting through September 1, 2030, when its report on 2040 outreach is also due to those officials. The committee expires September 30, 2030. The law provides no direct household payments.
