Arkansas tax breaks for federal payment recipients

For tax years beginning on or after January 1, 2025, Arkansas exempts three federal payment types from individual income tax. These include Agriculture Department Market Facilitation Program payments under the program authority as it existed on January 1, 2020. They also include Treasury recovery rebates under Section 2201 of the CARES Act. The third type is Agriculture Department payments under programs authorized by Division B, Title I, of the American Relief Act of 2025. Recipients exclude these payments from Arkansas taxable income; this is not a blanket exemption for all federal payments.
