Arkansas's finance secretary sets the per-mile deduction by proclamation for travel and transportation miles that qualify for state tax deductions. The rate cannot exceed $1 per mile. It must stay as close as fiscally responsible to the latest IRS rate without causing undue hardship to taxpayers. The secretary must issue a new proclamation within 30 days after the IRS changes its rate. These proclamations bypass standard state rulemaking and legislative rule review.
