Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

State funds training for county assessors

From July 1, 2025, through June 30, 2026, the law provides $325,000 for the Assessor's School. It also provides $60,000 from the County Assessors' Continuing Education Trust Fund for county assessor education. The division director can shift operating expense funding to the school to cover required training for assessment staff. Those shifts require approval from the state's Chief Fiscal Officer. The funding supports professional training, not direct payments to households.

County reappraisals use school and local funds

From July 1, 2025, through June 30, 2026, the law provides $15.75 million for counties and professional companies to reappraise property. Monthly transfers, based on amounts certified by the division director, are capped at $14.25 million. These transfers draw 76% from public school funds, 16% from county aid, and 8% from municipal aid. With Chief Fiscal Officer approval, the director can transfer another $1.5 million from the division's designated state agency account. This funds legally required reappraisals, not household payments, and sets no specific change in individual property taxes.
