3 provisions identified: 1 benefits, 1 costs, 1 mixed.
Beginning October 1, 2025, eligible applicants can get up to three additional plates beyond their first plate. This applies to Medal of Honor Recipient, Disabled Veteran, Disabled Veteran—World War I, and Purple Heart Recipient plates. Retired United States Armed Forces members also qualify. One additional plate costs no more than $1; the other two follow the existing additional-plate rules.
Beginning October 1, 2025, Arkansas removes Pearl Harbor Survivor plates from its authorized special plate list. The law ends access to new plates and additional copies. It does not explain what happens to plates already issued.
Beginning October 1, 2025, Arkansas offers a Women Veterans plate for Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard veterans. Applicants must be women, show proof of eligibility with their first application, and renew yearly. They pay regular registration or renewal fees, applicable special plate fees, and a $15 design-use contribution. Arkansas sends contributions monthly to its Department of Veterans Affairs. Until plate-creation costs are repaid, $10 repays those costs and $5 funds Women Veterans Program educational programs and conferences. After repayment, the full $15 funds those programs and conferences. The finance department designs the consecutively numbered plates in consultation with the Women Veterans Program.
