The law ends the Compliance Advisory Panel’s Marketing Recyclables Program and its dedicated fund. This removes state support for finding recycling markets, encouraging industrial use of recyclables, and sharing market information. It also ends the program’s advice to state and local officials.
A new Division of Environmental Quality Fee Trust Fund receives specified waste fees for agency operations and advisory panel support. It receives 25% of disposal fees from landfills run and maintained at private industry’s expense solely for that industry’s waste. Before regional boards receive money, annual deposits send $150,000 to scrap-metal tracking and $300,000 to the unpaved roads program. Beginning July 1, 2013, the first $150,000 of covered disposal fees each fiscal year is credited to scrap-metal tracking. Quarterly fees remain due January 15, April 15, July 15, and October 15 for the previous quarter. These changes redirect fee money rather than set a new fee amount or direct household payment.
