Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Arkansas Treasury eases corporate debt requirements

The Arkansas Treasury can buy corporate debt rated investment-grade by at least one nationally recognized rating organization, instead of two. This also replaces the prior specified ratings of BBB, A2, P2, or equivalent. Investments must follow guidelines in the Treasury investment policy approved by the State Board of Finance. The change expands qualifying investment choices but creates no direct household payment.

Arkansas Treasury loses some investment options

The Arkansas Treasury can no longer invest in local government warrants that mature in one year or less. It also loses authority to buy prerefunded municipal bonds secured by direct U.S. government obligations. The law removes federal funds transactions with maturities of one business day or less. These limits affect state investment choices, not household benefit eligibility or required payments.

Arkansas Treasury changes eligible investment options

The Arkansas Treasury can invest state money in local government debt that is not a general obligation. This replaces its authority to invest in State Board of Education obligations. Eligible registered money market funds must mainly hold U.S. government obligations and be fully backed by those obligations, with delivery required. Bank deposits remain allowed at federally, state-, or District of Columbia-chartered institutions when fully covered by federal deposit insurance. Repurchase agreements must be fully backed by permitted securities, delivered directly to the Treasury or through a custodian. These rules change state investment choices, not household payments.
