Arkansas creates a school desegregation monument

The law requires a State Capitol grounds monument honoring Charleston and Fayetteville school desegregation in 1954, near other monuments. The Secretary of State approves its design and site in consultation with the Capitol Arts and Grounds Commission. A new trust fund accepts gifts, grants, donations, and other money provided by law only to build and maintain this monument. For monuments with dedicated funds, the Secretary must use their gifts, grants, and donations before general monument preservation money for upkeep or changes. This includes the new monument fund; the law states no specific funding amount.
