The law covers boards for the University of Arkansas, Arkansas State University system, University of Central Arkansas, Arkansas Tech University, and Southern Arkansas University. They can build, buy, move, repair, and equip buildings and parking facilities. Their expanded powers include buying, improving, leasing, licensing, and equipping infrastructure, technology, and other physical or nonphysical property deemed suitable for their schools. Boards can set rents, tolls, fees, activity fees, and athletic admission charges. They can also enforce rules for using these properties to serve the school and its students.
Authorized university boards can back interest-bearing notes or bonds with additional revenue from board and campus operations. This added revenue source excludes money from tax collections. The law does not specify a borrowing amount or provide a direct household payment.
The law removes Henderson State University from the list of boards authorized to use these specific property powers. This change does not establish whether the school has property powers under other laws. No direct household financial change is stated.
