Less paperwork for Arkansas state contractors

Arkansas agencies can accept one combined contractor certification instead of separate certifications for the listed legal requirements. It covers illegal immigrant hiring, prohibited contract-winning fees, financial benefits to state employees, and compliance with applicable state requirements. The fee rule keeps exceptions for genuine employees and established commercial selling agencies. The statement about financial benefits to state employees is made under penalty of perjury, based on the contractor’s knowledge and belief. The certification also covers applicable bans on boycotting Israel and the energy, fossil fuel, firearms, and ammunition industries. Contractors certify that China’s government does not wholly or majority-own them and that they do not use prohibited subcontractors. Contractors also acknowledge that contracts end when state funding is unavailable, on the last day of the last funded two-year period. Solicitations for goods or services with expected payments of at least $75,000 must include the statement about prohibited contract-winning fees. That statement is no longer required in contracts or required to be prominently displayed. Cooperative purchasing reports move from July 1 to October 1 and must use the Legislative Council’s required format.
