Foreign-trained doctors gain Arkansas licensing with limits

Arkansas creates a medical license path for foreign-trained doctors with full-time job offers from providers serving medically underserved populations. Applicants need an active foreign medical license without restrictions and must have practiced medicine during the four years before applying. They must meet the Educational Commission for Foreign Medical Graduates' school, credential review, certificate, and exam requirements. Applicants must appear before the Arkansas State Medical Board with their sponsoring doctor and provide details about their planned practice. The initial provisional license lasts one year and allows work only in clinical programs approved by the sponsoring doctor. Renewal requires forms, a fee, and an in-person appearance if the Board requests it. Doctors must stay with the original provider for at least three consecutive years after licensing. They must report any employer change to the Board within five business days. After two years of provisional practice, doctors become eligible for an unrestricted license, subject to Board review and approval. They must follow Arkansas medical practice law and Board rules.
