The law authorizes remote veterinary care for animals in Arkansas, provided only by licensed veterinarians. Care can use phone, video, or other electronic communication, consistent with the vet’s professional judgment. It includes general guidance not about a specific animal and timely assessment of whether immediate emergency or urgent referral is needed. In emergencies or urgent situations, vets can provide remote care before establishing a veterinarian-client-patient relationship. They must establish that relationship within 7 calendar days after care for small animals or 21 calendar days for large animals. Small animals are Category I animals under the National Veterinary Accreditation Program, including dogs, cats, and other listed pets. Large animals are Category II animals under that program or livestock defined by 7 U.S.C. § 1471 as of January 1, 2025.
