More motorcycle safety and training help

Beginning December 31, 2026, the law creates a fund that receives $1 from each motorcycle registration fee, plus gifts, grants, and donations. The state treasurer invests the money, and investment earnings return to the fund. The highway safety office can use up to 75% for voluntary safety education, awareness, training, programs, and materials. Up to 25% supports motorcycle driver education scholarships for people from rural or low-income areas. Spending requires legislative approval, and administrative costs cannot exceed 10% of fund money. The money is held for these purposes and generally cannot be moved to state operations; taxes and levies under state tax titles 42 and 43 are exempt. Fund money does not lapse at the end of the fiscal year.

New rules for motorcycle registration

Beginning December 31, 2026, at least one registered owner must have an Arizona motorcycle license to renew a registration. For a trust-owned motorcycle, a trustee named in the trust must have the license. Business-owned motorcycles are exempt. The department may issue a 30-day temporary registration with proof of enrollment in an approved motorcycle training program.
