State fair board keeps events running

The Arizona Exposition and State Fair Board maintains the fairgrounds and Veterans Memorial Coliseum, runs state fairs and related events, and raises enough revenue to help cover operating costs. The law sets no appropriation or required revenue amount.

Fewer fees for funded school projects

Cities and towns can charge school districts or charter schools fees for streets, water, or sewer only when a project receives no money from the New School Facilities Fund. The law does not set a household payment or savings amount.

Insurance department may end after vote

The Arizona Department of Insurance and Financial Institutions is scheduled to end July 1, 2033, if voters approve a constitutional amendment repealing the stated insurance authority. The specified laws and sunset provision are repealed January 1, 2034. The law does not say what regulatory arrangements would follow.

Clemency board ends in 2030

The Arizona Board of Executive Clemency can recommend or grant pardons and other forms of clemency, grant parole, and revoke parole. The board is scheduled to end July 1, 2030; its governing chapter and sunset provision are repealed January 1, 2031.

Criminal justice commission ends in 2029

The Arizona Criminal Justice Commission supports information sharing and analysis among public and private agencies on criminal justice and law enforcement. It is scheduled to end July 1, 2029; specified provisions and the sunset provision are repealed January 1, 2030.

State rule reviews add public checks

The Governor’s Regulatory Review Council reviews state rules and related documents, and it must give equal speaking time to people who support and oppose a rule at meetings open to public comment. When a council member asks, staff must independently review whether a rule is constitutional. The council is scheduled to end July 1, 2029; its governing provisions are repealed January 1, 2030.

Health licensing boards end in 2031

The massage, respiratory care, osteopathic, behavioral health, and dental boards continue their oversight work. The behavioral health board must also make rules about telehealth, but the law does not set those rules’ content. All five boards are scheduled to end July 1, 2031; their governing chapters are repealed January 1, 2032.

School facility board ends in 2030

The School Facilities Oversight Board reviews district building needs and distributes money for repairs, building renewal, and new schools. The division director must speed up a district’s funding request when its application shows an immediate need for a new school; faster review does not guarantee approval. The division can temporarily move money between two school facility funds to cover a shortfall, then must return it as soon as practicable after the shortfall is addressed. Board employees must disclose covered interests in writing at least once a year. The board is scheduled to end July 1, 2030; its governing laws are repealed January 1, 2031, if listed bond and lease-to-own obligations are paid, retired, or otherwise provided for, or 30 days after all such obligations are retired if they remain outstanding.

Property tax oversight ends in 2033

The Property Tax Oversight Commission oversees budgeting and taxation by counties, cities and towns, school districts, and community college districts. The law does not itself change property tax bills. The commission is scheduled to end July 1, 2033; its governing provisions and sunset provision are repealed January 1, 2034.
