Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Counties can permit more air sources

A county board can choose to create an air-permit program for certain sources not under state jurisdiction. The program cannot cover sources exempt under the cited laws, and it applies only if the county adopts it.

New choices and limits for emission credits

Applicants can choose whether to join the emission-credit program. A county can handle certain credit permits when an applicant asks, and the state or county can issue permits with emission limits the applicant has agreed to. These permits must follow program rules, remain at the permitting authority’s discretion, and last no more than 20 years. Fleet credit eligibility under this pathway is limited to fleets based in a nonattainment area; if on-road fleet participation becomes mandatory after the amendment’s effective date, control officers cannot certify new surplus credits under the specified program.
