Counties gain water planning powers
An authority can add county municipalities that get a U.S. contract for Colorado River water after January 1, 1993. The municipality must approve joining, and the authority's directors must vote to add it. Members can request conservation plans for water sources beyond the Colorado River. Authorities can contract for available Colorado River water and divide it between municipal and industrial uses after considering county needs.
Harquahala counties gain water options
A county with part of the Harquahala irrigation area and no part of an active management area can form an authority. At least two eligible entities, including the county board, must approve formation; the State cannot qualify. Members appoint directors, with a special joint appointment rule for municipal representatives. These authorities are exempt from certain 18,500-acre-foot transfer and initial allocation rules, and can manage eligible groundwater and acreage transactions under Arizona law.
Water authorities get new revenue rules
An authority's board can place transportation fees in its grant, water acquisition, or operating fund. Authorities in counties with fewer than 90,000 people must deposit all revenue in one of those funds. A separate rule directing revenue to the grant fund does not apply to qualifying Harquahala-area authorities. These rules do not set household fees or water rates.
